'The Challenge of Climate Change Governance in Brazil: A Multilevel and Multi-Actor Analysis' (Case Study: The State of São Paulo).

 

Description: This project aims to contribute to the literature on subnational policy strategies in relation to climate change by presenting a detailed case study analysing subnational climate change actions in Brazil, particularly in the state of São Paulo. The analysis focuses on how Brazilian municipal and state governments have developed and implemented public policies for climate change mitigation and adaptation. The proposed methodology encompasses a multi-scale and multi-actor analysis, which is quite original in the Brazilian context, and can provide elements that allow for a comparison of these strategies across the State of São Paulo, Brazil, and internationally. Brazil is a key player in climate change governance due to its substantial greenhouse gas (GHG) emissions (Ferreira, 2017). In 2008, Brazilian GHG emissions accounted for 5% of global emissions, making the country the 5^(th) largest emitter worldwide (OC, 2014; Ferreira, 2017; Ferreira, 2018; Viola, 2015; 2018; Moreira & Ribeiro, 2017). According to data from 2017, the country was responsible for 3.5% of emissions in 2015, making it the sixth largest emitter in the world (OC, 2017).

The Challenge of Global Environmental Change in the Anthropocene: Focus on Issues Related to the Human Dimension of Climate Change (Brazil, China, and Mozambique)

Abstract

​

Human activities are at the centre of debates on global environmental change, presenting unprecedented challenges for contemporary society in transition to the Anthropocene. This research addresses the social and political dimensions of climate change, focusing on how society responds to the risks arising from these changes. The aim of the project is to investigate how Brazil, China and Mozambique deal with their environmental problems, especially those related to climate change, analysing three social spheres of this process: government, the scientific community and organised civil society. The theoretical perspective adopted is forged through dialogue between environmental sociology, social theory, and sustainability theories, but also with contributions from international relations and governance studies. The research employs different investigative methods, including the analysis of sources and data, bibliographic and documentary research, and semi-structured interviews with key actors.

Global Environmental Changes: Environmental Policies in China with Reference to Brazil

Abstract

 

The environmental issue became a global problem, mobilizing civil society organizations, media outlets, and governments worldwide in the last two decades of the 20th century. Among global environmental changes, climate change has emerged as a key topic of debate in recent years, emerging as one of the main challenges facing global society as we enter the 21st century. Both Brazil and China still face numerous challenges regarding the complex environmental issues, in a world characterized by high modernity, a risk society, and global environmental change. These two countries have distinguished themselves for their international importance and, above all, for the relevance of environmental issues at the core of their political processes. In this context, this report aims to present the final results of the investigation into the trajectory by which the Brazil-China axis has internalized environmental issues, especially with regard to climate issues, primarily analyzing two social spheres fundamentally involved in this process: the government and the scientific community. The study of the Science-Politics pillar within the Brazil-China axis is of fundamental importance and, consequently, is one of the innovations proposed in this research. Regarding methodological aspects, different research methods were adopted, including, in particular, the systematic analysis of primary and secondary sources, such as bibliographic and documentary research, and visits to China by various team members. Our team comprised PhDs and graduate and undergraduate students who participated in the activities described in this research project, contributing to the implementation of the study proposal. The main outcome of the research was the publication of the book *The Challenge of Climate Change: The Cases of Brazil and China*, funded by FAPESP and Paco Editorial.

The environmental issue, interdisciplinarity, social theory and intellectual production in Latin America.

Abstract
 

This research addresses environmental issues in Latin America from symbolic and political perspectives. To deal with environmental challenges, Latin American countries have produced knowledge, original research, and multiple approaches to the relationship between the environment and society. The research investigated seven countries: Brazil, Argentina, Chile, Colombia, Ecuador, Mexico, and Uruguay, with the aim of identifying the main lines of research at the centre of their scientific output. The methodology involved visits to important research centres and the creation of a database cataloguing a significant number of studies and articles produced in these seven countries. The main product of this project was the publication of the book: ‘The environmental issue in Latin America’, which includes theoretical discussions in the field of environment and society, but also other topics such as: the international view on Latin American intellectual production, Brazil's position in relation to the international environmental agenda, and the concept of interdisciplinarity.
